我国经济增长的主要动力已由单纯依靠供给数量扩张，转向依靠结构优化与整体素质的提高，供需结构矛盾的主导方面已由供给约束转向需求约束。短缺经济时代已基本结束，买方市场和需求拉动作用日益增强。在当前扩大出口需求受阻、国内需求不旺和市场过剩的背景下，坚持扩大内需与经济结构调整相结合，实行“标”、“本”兼治、双管齐下，是经济发展的关键举措
