对新型城镇化的概念内涵、旅游产业与新型城镇化之间的关系进行综述。在此基础上，利用系统论分析旅游产业与新型城镇化的耦合机理和耦合过程，并从空间效应、人VI效应、生态效应和服务效应等角度分析了两大系统的耦合效应，提出了城市旅游化模式、旅游小镇模式、旅游社区模式和旅游综合体模式等四种不同的开发模式。
