建立了湖南省城市经济发展水平的指标体系，利用层次分析法确定权重，根据最新统计资料，首次对湖南省２９个城市进行了统一的综合评价，并依据综合评价划分４个经济发展梯度区，分区结果对认识湖南城市的区域差异的空间特点和了解每一个城市的发展水平具有重要意义，在方法与实践中有广泛的认识价值和应用价值．
