运用理论分析、目标分析和实证分析相结合的研究方法,从城镇建设、旅游资源开发、旅游产业形成、旅游要素配套、旅游管理保障、旅游环境保护、旅游社区参与和旅游创意利用八个方面,构建了旅游小镇成熟度评价指标体系和旅游小镇成熟度综合评价函数。在此基础上,以首批湖湘风情文化旅游小镇为例进行实证研究。结果表明:①湖湘风情文化旅游小镇发展状态整体处于近成熟早期,且12个旅游小镇发展状态差异明显;②八项准则层的发展状态也有较大差异,旅游社区参与度和旅游环境保护度发展较好,而旅游创新利用低;③33项指标内部差异较大,资源价值挖掘和社区居民参与度已趋于成熟,而公共服务设施完善度、特色...
