终身教育具有整体性、持续性、全面性、自由，陡的特点。从终身教育行政法规的重要性入手，阐述了经济建设对终身教育法规的基础性作用及终身教育行政法规对地方经济建设的促进作用，并探讨了终身教育的行政法规对地方经济建设协调发展的影响。
