Taking Hengyang Basin, a typical hilly area with red soil and purple soil in south China, as an example, the vulnerabilities of water resources are analyzed, which show that precipitation resources vary greatly in spatial and temporal distribution; the surface structure and substance component are not suitable for water and soil conservation; the structure of crops needs a great deal of water; and the farm irrigation works are frangible.
