定义了直觉模糊数及其比较规则，提出了直觉模糊数间的PAO算子。针对准则间具有偏好关系且准则权重未知并变化，准则值为直觉模糊数的模糊多准则决策问题，提出了利用PAO算子进行集结的决策方法。该方法通过计算各方案在不同准则下的相对满意指数和相对精度，利用PAO算子获得每个方案的具体准则权重并生成计分函数和精确函数。通过计分函数的比较，得出方案集的排序结果。实例分析表明了该方法的有效性和可行性。
