1934年初,黄慕松受命赴藏代表中华民国政府成功地举行了第十三世达赖喇嘛的册封与致祭典礼,并抓住机会宣传中央的对藏政策,商讨中央与西藏地方的关系问题.黄慕松使藏是南京国民政府恢复对藏行使主权的一个重要步骤,西藏地方政府对外公开宣布"西藏是中国领土的一部分",同意中央派员常驻拉萨.自此,英国也随即调整了对藏政策,中英在西藏的角逐趋于激烈.

In early 1934, commissioned by the Guoming Central Government at Nanjing, Huang Mu-song made the 13th Dalai Lama's title-granting ceremony in Tibet a success. Huang Mu-song took this opportunity to popularize the Central Government's policy towards Tibet and discussed the relationship between the Central Government and the Tibetan local government.
