从19世纪60年代到90年代中期,清政府在经历两次鸦片战争的失败后,为挽救统治危机,自上而下地推行了一场以富国强兵为目的的洋务运动。在此期间,第一批国人自办报刊在中国大地上次第诞生,它们对洋务派所举办的"自强新政"予以积极鼓吹,阐明学习西方科技、变改旧列、兴办新政实为时代潮流不可抗拒。可以说,报刊舆论为洋务运动的产生、发展而摇旗呐喊,但报刊舆论中的"求富观"、"自强观"、"变局观"所存在的局限性或多或少地影响着洋务运动的开展与深入,在某种程度上成为了洋务运动最后彻底失败的重要因素之一。
