以亚热带丘岗山区的典型区域——衡阳盆地为研究对象，分析了其雨水资源利用的必要性、可行性。提出了衡阳盆地雨水资源化的初步设想：一是强化雨水就地利用，构建衡阳经济社会发展的生态屏障；二是积极推广庭院雨水集蓄，发展庭院经济；三是适当发展雨水集蓄小型灌溉工程，提高农业生产的水分保证率。

Hengyang basin is a typical hilly area in subtropical zone. The necessity and feasibility of rainwater resources utilization in the basin are analyzed in the paper.
