衡阳市是一个典型的雨养水稻生产区，而季节干旱对水稻生产构成了严重威胁，为此农田水利设施对该区农业发展至关重要。衡阳市现有水利设施存在工程质量差、设备陈旧老化、塘库淤积严重等诸多问题，加之监管体制不健全，导致水利设施无法安全运行，蓄水能力大幅度下降，灌溉效率低下等现象。为此，应全面整治水利设施、积极清淤，强化监管以提高综合减灾能力。

Hengyang City is a typical rice production area, but seasonal differences of precipitation pose a serious threat to rice pro- duction. It is important for agriculture to build water conservancy projects. There is poor quality of water conservancy projects in Hengyang City. There is outdated equipment in electric pumping stations. There is a serious sediment deposition in hill ponds and reservoirs. So water conservancy facilities are not safe and water storage capacity drops substantially and irrigation efficiency is very low in addition to unsound supervision system.
