水灾是洞庭湖区最严重的自然灾害,明显制约该区的可持续发展,故治水成为区域可持续发展的关键;低矮的地势和湖区降水特点是水灾形成的环境条件,而人类活动在水灾形成中扮演了重要的角色,甚至起着决定性的作用;以可持续发展理论为指导,寻求治水的可持续性对策,对促使湖区经济的持续发展具有特别重要的意义.
