城市足球运动的发展受制于可利用的城市资源因素，开发和优化城市足球发展资源有重要意义。城市足球资源开发体系包括有形资源和无形资源，前者可开发的有场地资源、人力资源、人口资源、财力资源、自然资源，后者可开发的有历史资源、文化资源、制度资源、网络和媒体资源、赛事资源。足球发展资源的优化可以减少资源间的制约，增加协调促进。可从有形和无形资源类别内和类别间分别探讨优化模型的构建。
